Commit less capital. Keep more choice. Discover the appeal of Baltic summers and winter escapes to southern Europe.

There is a moment when the idea of having a base in Europe becomes something more personal than an investment decision.

You picture a summer evening by the sea. Your children spending more time outdoors. A place you can return to, with familiar streets, favourite cafés and room to breathe. Perhaps you also picture a few weeks in the Mediterranean when the days turn colder.

Then you look at how much money you would need to commit to make it happen.

This is where Latvia deserves a much closer look. For an eligible investor who wants a European base while keeping a substantial part of their capital available, its company-investment route can be one of the most financially sensible choices. The appeal starts with the numbers, but it becomes much more compelling when you consider the life those numbers could support.

A smaller commitment can open up a bigger range of choices

Latvia's qualifying company-investment route starts at €50,000 in share capital, plus a €10,000 state payment on the first application. Under the law effective from 15 September 2026, this category provides for a temporary residence permit of up to two years, with further applications subject to the applicable conditions. Professional fees, application charges, insurance and other personal costs are additional. Latvian Immigration Law, Article 27

That is a relatively modest amount of capital to allocate when compared with, for example, Hungary's €250,000 qualifying real-estate fund investment. The Hungarian route offers a different permit duration and investment structure, so the two are not identical products. But the difference in the initial capital requirement is substantial. For a family making this decision, the practical question is simple: how much money will still be available afterwards?

What the difference could mean for your budget

Consider an illustrative initial Latvia budget of €75,000–€100,000, including the €50,000 investment, the €10,000 state payment and an allowance for services, application expenses and contingencies. This is a planning scenario, not a fixed package price or a statutory requirement. A written quotation should establish the actual costs for the applicant and any family members; future living and renewal costs need their own budget.

Initial planning scenario Amount allocated Amount left from a €250,000 budget
Latvia scenario, lower budget €75,000 €175,000
Latvia scenario, higher budget €100,000 €150,000
€250,000 qualifying investment alone €250,000 €0 before additional fees

This is a comparison of money initially allocated, not a claim that the more expensive investment is money lost. Both investments may retain value, and both carry risks. It also does not measure lifetime costs or give the programmes identical residence rights.

Still, keeping €150,000–€175,000 available changes the conversation. That money could remain in your existing investments, support your business, pay for travel and seasonal accommodation, or contribute towards a separate property purchase.

You have more freedom to decide what Europe should look like for you.

Come for the financial logic. Stay for the Latvian summer.

Imagine a morning walk through the pines, an afternoon on a wide sandy beach and dinner outside while the evening is still light. Jūrmala offers a seaside setting close to Riga, with beaches, forest paths, cafés and concerts that make it easy to picture returning each summer. Latvia's official tourism guide

Riga offers a different rhythm: city streets to explore, architecture to notice, places to meet friends and a base from which to get to know the country. A summer here can include both city life and time by the sea.

For someone who spends much of the year in a hot, crowded city, that change of pace may be precisely the attraction. You do not have to want the same weather, the same surroundings or the same routine all year.

Latvia is worth considering as a place you would actually enjoy using, rather than simply a country on an application form.

Baltic summers, a winter escape further south

Choosing Latvia as your residence base does not mean every European holiday must be spent in Latvia.

You might spend the summer here and use part of the remaining budget to rent a home in southern Spain, Portugal or Greece for a winter visit. Renting gives you time to try different places before deciding whether you want a second home of your own.

If buying eventually makes sense, the money you have kept available could fund or contribute towards that purchase, depending on the location, property and transaction costs. You can choose the home for the way you want to use it, rather than requiring it to serve as your qualifying Latvian investment.

The travel rules matter when planning this lifestyle. A valid Latvian residence permit generally allows visits to other Schengen countries for up to 90 days in any rolling 180-day period, counted across those other countries together. For example, a 60-day winter visit may fit if your other travel leaves sufficient days available. Longer stays normally require permission from the destination country. Buying or renting a home does not itself extend that allowance. European Commission guidance

Within those rules, a Latvian base and winter visits further south can be a very appealing combination.

Your investment should make sense as a business decision

The €50,000 goes into company equity. It gives you a stake in a business, with potential returns depending on its performance and your shareholder rights. It is not a refundable visa deposit, and neither dividends nor recovery of your capital are guaranteed.

The qualifying company must also meet the route's operating conditions, including at least €40,000 in qualifying annual tax payments. This is a company-level requirement, not an additional €40,000 personal fee for each investor. Latvian Immigration Law

Before investing, you should understand how the company earns revenue, how it expects to meet that tax requirement, how profits are distributed and how an eventual exit could work. Clear answers make the lower entry threshold meaningful. They also help you decide whether the investment fits your own appetite for risk.

Why Latvia deserves a place at the top of your shortlist

The best choice depends on what you want from European residence. Someone who intends to live permanently in one particular southern European country should assess that country's own residence options. Someone seeking a Latvian base, seasonal travel and a lower initial capital commitment has a different set of priorities.

For that second investor, Latvia makes a powerful case: a comparatively accessible company-investment route, an appealing summer destination and more money left to shape the rest of your plans.

The smartest decision is often the one that gives you the life you want while preserving your choices. Latvia deserves to be judged on exactly that basis.
